Baseless Statement of the Day

From the man who wants to keep a US presence in Iraq for the next hundred years:

COLUMBUS, Ohio (Reuters) - Republican presidential candidate John McCain said on Thursday he believes the Iraq war can be "won" within four years, leaving a functioning democracy there and allowing most U.S. troops to come home.

Based on WHAT? What has changed, or improved there recently, to make him think anything but a withdrawal would force the Iraqi "government" to take responsibility for itself?
